Absentee Voting

HOW TO REGISTER AND VOTE AT AN EARLY VOTING SITE

A North Carolina resident who is qualified to vote but who misses the 25-day deadline for voter registration may register and vote at an Early Voting Site during the Early Voting period. The Early Voting period extends from 19 to 3 days before Election Day.

The process is sometimes referred to as “Same-Day Registration,” but it is important to recognize that it not permitted on Election Day itself.

To use this process, a citizen must (1) go to an Early Voting Site in the county of residence during the Early Voting period, (2) fill out a voter registration application, and (3) provide proof of residency by showing the elections official an appropriate form of identification with the citizen’s current name and current address.  The new registrant may vote ONLY at an Early Voting Site in the county of registration during an Early Voting period and not on Election Day.

 

Acceptable forms of identification include:

Ø      A North Carolina driver’s license with current address

Ø      A utility bill with name and current address

Ø      A telephone or mobile phone bill

Ø      An electric or gas bill

Ø      A cable television bill

Ø      A water or sewage bill

Ø      A document with name and current address from a local, state, or U.S. government agency, such as:

Ø      A passport

Ø      A government-issued photo ID

Ø      U.S. military ID

Ø      A license to hunt, fish, own a gun, etc.

Ø      A property or other tax bill

Ø      Automotive or vehicle registration

Ø      Certified documentation of naturalization

Ø      A public housing or Social Service Agency document

Ø      A check, invoice, or letter from a government agency

Ø      A birth certificate

Ø      A student photo ID along with a document from the school showing the student’s name and current address

Ø      A paycheck or paycheck stub from an employer or a W-2 statement

Ø      A bank statement or bank-issued credit card statement


If you cannot supply an acceptable form of identification for Proof-of-Residence, your registration application cannot be fully processed until the required information is provided.

Registered voters may also update their address and change vital information in an existing registration record at the Early Voting Site, but they are not allowed to change their party affiliation during the Early Voting period that precedes a partisan primary.

 

Any North Carolina registered voter may request, receive, and vote a mail-in absentee ballot where absentee voting is permitted. Registered voters in North Carolina must request an absentee ballot with an official NC Absentee Ballot Request Form. There are two ways to access and submit the form:

Transmitting a Federal Write-in Absentee Ballot:

This notice may be used in conjunction with the federal write-in absentee ballot (FWAB). Covered military & overseas. Voters seeking to vote by absentee ballot may use the FWAB to register to vote, request an absentee ballot, and vote an official military-overseas ballot. When using the FWAB to register to vote, and/or request an absentee ballot, please transmit your signed and completed FWAB no later than 5:00 p.m. on the day before Election Day. If submitted later than this day and time, your absentee ballot will not be counted. Federal write-in absentee ballots are available at www.NCSBE.gov. You may also request a regular absentee ballot by using the federal postcard application (FPCA), available at www.FVAP.gov. A regular ballot can be mailed, faxed or emailed to you. You may return the FWAB or a regular absentee ballot by mail, secure fax (1-919-715-0351) or email (uocava.absentee@sboe.state.nc.us).
