Juvenile Crime Prevention Council
Summary:
The Juvenile Crime Prevention Council is an Advisory Board to the Gates County Board of County Commissioners. The Development of Juvenile Crime Prevention Councils throughout the State of North Carolina are the result of the 1998 Juvenile Justice Reform Act.
The legislative intent as set forth in General Stature 143-B-543 states it is the intent of the General Assembly to prevent juveniles who are at-risk from becoming delinquent. The primary intent of this Part is to develop a community based alternative to youth development centers and to provide community based delinquency and substance abuse prevention strategies and programs. The statute further states that the General Assembly intends to provide non-institutional dispositional alternatives that will protect the community and juveniles. These programs and services are to be planned at the local level by local Juvenile Crime Prevention Councils in partnership with the State.
The JCPC is charged with the responsibility of reviewing the risks and needs of juvenile in the county who are adjudicated or at-risk of delinquency and to identify local resources to address gaps in the service continuum. The objective of the JCPC is to identify needed services for juveniles and to assure that these resources are available to help reduce delinquency and community crime.
The North Carolina Department of Juvenile Justice and Delinquency Prevention partners with Juvenile Crime Prevention Councils in each county to bring together community leaders on a local and statewide basis to reduce and prevent juvenile crime. The NC General Assembly allocates over 20 million dollars to counties annually for this purpose. JCPC funding is used to fund the local prevention and intervention continuum of services.
