Position Objectives:

General Statement of Duties

Performs responsible fiscal and paraprofessional accounting work in the County Finance Department.

 

Distinguishing Features of the Class

An employee in this class performs a variety of professional accounting tasks in support of the finance operation of the County. Work is characterized by use of specialized accounting software and other fiscal documents. Work includes significant data entry, reconciling accounts, monitoring grants, maintaining capital assets, and compiling a variety of reports. Work requires office technology skills, accuracy, attention to detail, ability to meet deadlines, judgment and initiative in the performance of duties. Work is performed under the general supervision of the Finance Officer and is evaluated through conferences, accuracy and completeness of records and reports, and by independent audit of financial records.

 

Duties and Responsibilities

Essential Duties and Tasks

 

Capital Assets/Fixed Assets:

Posting and tracking all new capital purchases, insured non-capital assets, and surplus assets.

Responsible for listing surplus assets for sale and maintaining documentation

Create and maintain a replacement schedule for assets (i.e. cars, computers, etc.)

Maintains capital/fixed asset data in accounting system; records assets by department; assigns asset number to equipment; uploads picture of asset; Verifies fixed asset list annually.

Coordinates insurance renewals by gathering information and preparing policy applications for review; prepares and submits additions and deletions for insurance; submits all property claims.

 

Grants and Capital Projects:

Responsible for tracking all revenue and expenditures of Local, State, and Federal grants, as well as, capital projects. (Will not be responsible for grant administration or grant writing.)

Responsible for creating and maintaining an exhaustive list of key dates for each grant that will be reported on a monthly basis to Department Heads, Finance Officer, County Manager, and Board of Commissioners.

Assists Finance Officer in preparation of all reporting requirements (i.e. Grantor required reporting, County required reporting, Schedule of Expenditures of Federal and State Awards for annual audit, etc.)

Maintains files and documentation of all Grants and Capital Improvement Projects.

 

Month-end Closing Review:

Maintain documentation of account reconciliation at month-end close out for Trial Balance Accounts

Reconciliation of liabilities, bank statements, general accounts, etc.

Develop and maintain year to date Commissioner financial reports.

Knowledge, Skills and Abilities

Considerable knowledge of the application and use of modern office technology including spreadsheets, data bases and specialized financial software.

Knowledge of paraprofessional principles of accounting and public finance.

Knowledge of the County’s administrative, accounting and purchasing policies and procedures.

Working knowledge of laws, rules, regulations, policies and practices to follow in the accounting function.

Working knowledge of the organization and functions of county government and of the fund and account structure related to the different departments and functions.

Knowledge of best management practices and applicable federal, state, and local laws and policies pertaining to the supervision and management of assigned personnel.      

Customer service excellence and collaborative conflict resolution skills.

Ability to understand and apply policies to the maintenance of financial records and reports.

Ability to use a variety of office equipment including adding machines and automated equipment for the maintenance of accounting records.

Ability to make arithmetic computations accurately and with reasonable speed.

Ability to maintain accurate records and prepare a variety of reports.

Ability to verify accounting and other financial documents and forms for accuracy and completeness.

Ability to establish and maintain effective working relationships with department staff, vendors, employees and the general public.

Ability to communicate effectively in oral and written forms.

Ability to prepare written communications using correct grammar.

 

Physical Requirements

Must be able to perform the basic life operational skills of stooping, kneeling, crouching, reaching, pushing, pulling, lifting, fingering, talking, hearing and repetitive motions.

Must be able to perform light work, exerting up to 20 pounds of force occasionally and/or 10 pounds of force frequently and/or a negligible amount of force frequently or constantly to lift, carry, push or otherwise move objects.

Must possess the visual acuity to prepare and analyze data and figures, perform accounting tasks and operate a computer terminal.

 

Desirable Education and Experience

Graduation with an associate degree in accounting or business and some experience in an accounting or fiscal office environment; or an equivalent combination of training and experience.

 

Special Requirement

Ability to complete Introduction to Local Government Finance course at the UNC School of Government.
